The mentioning of the word "rod" (BDB 986) in Ezek. 21:10,13 can refer to

1. a rod of correction by a parent (cf. Prov. 10:13; 22:15)
2. a rod for correction by a community (cf. Prov. 19:29; 26:3)
3. a staff of a shepherd
4. a scepter of a king
5. a club of a shepherd (Ps. 23:4)
6. a means of divine punishment (Ezek. 21:10)

In Ezek. 21:10, it may refer to

1. Zedekiah's impotence in protecting Judah from Neo-Babylonian invasion, in which every Judean left in the land will be affected (i.e. "despising every tree," cf. Ezek. 20:47; 21:3-4)
2. a future leader from the tribe of Judah (Gen. 49:10); alluded to in Ezek. 21:27
